 HEQF IMPLEMENTATION ANNOUCEMENTS
HEQF Early Bird Submission Deadline Extension

The Council on Higher Education has decided to extend the Early Bird deadline for the submission of HEQF Implementation data until 14 November 2011 to allow institutions still wishing to submit their HEQF Implementation data this year to do so.

Institutions are reminded that submission is a four-step process. Institutions are required to (1) capture data onto the offline HEQF Implementation Template; (2) upload captured data on the HEQF-Online system (http://heqf-online.che.ac.za); (3) edit uploaded data on the HEQF-Online system; and (4) submit completed data to the CHE via the HEQF-Online system.

Director's letter: An update on HEQF implementation

As you are aware, the CHE is currently implementing a plan for the alignment of all existing programmes with the HEQF, a project that is envisaged to take until 2015 at the earliest to complete. Phase one has involved the submission of data on institutions' current offerings categorised into A, B and C categories. Institutions have been collecting data in spreadsheet formats, which they will then submit onto the HEQFonline system.

Nominations for the HEQF Category A Working Group

Due to the interest shown and number of nominations received for the HEQF Category A Working Group, the HEQC has decided to extend the final deadline for receipt of nominations to this working group. All nomination slips and CVs should be submitted to the by 17h00 on or before 7 October 2011.

The new policy on The Minimum Requirements for Teacher Education Qualifications (MRTEQ) has been approved and was published by the Minister of Higher Education and Training in Government Gazette No 34467 on 15 July 2011.

HEQF-Online and Extension of HEQF Implementation Submission Dates

The HEQF-Online is now live and is available at http://heqf-online.che.ac.za. Similarly, version 7 of the HEQF Implementation Template is also available on the HEQF-Online webpage or http://www.che.ac.za/heqf/. Institutional administrators and users will be able to access the HEQF-Online as for the HEQC-Online, making use of the same usernames and passwords.

Given the vast number of programme submissions anticipated for the HEQF Implementation process, the CHE has decided to permit two dates by when to receive the submission of HEQF Implementation forms from institutions. Early Bird submissions will be received on or before 31 October 2011. Late submissions will be received on or before 15 January 2012.

A communique detailing these and other matters relating to the implementation of the HEQF will be issued to institutions in due course. Any queries should be directed to or 012 349 3852.

All comments and queries regarding the implementation of the HEQF should be directed to or 012 349 3920.

The HEQF Implementation webpage is dedicated to providing all public and private higher education institutions with sufficient information and tools to guide them as they undertake the process of aligning their programmes with the HEQF, and explaining the process whereby programmes will be captured nationally in as efficient and effective manner as possible to ensure a smooth transition to the new framework.

Information on this webpage can be distributed to a large number of individuals within the higher education sector to support capacity development and information sharing.

On this page, institutions are able access updated and archived versions of working documents such as the HEQF Implementation Handbook, policy documents such as the HEQF, and other useful publications such as the CHE-HEQF 1, Joint Communiqués 1 - 4, SAQA Level Descriptors and Classification of Educational Subject Matter (CESM).

The HEQF-Online is a web-based application system that allows public and private higher education providers to submit applications for the HEQF-alignment of programmes online. Institutions will be able to upload and submit applications from 04 April - 30 September 2011.

In addition, as the HEQF Implementation process will be taking place in both the offline and online environments, institutions are able to download the HEQF Implementation Template from this page as well as access the HEQF-Online system directly.
